2019 Work Plan 

The Board of Trustees reviewed the latest draft of the 2019 Work Plan at Tuesday's Board Meeting. The Plan is a working document intended to maintain focus on the Board’s highest priorities, schedule action on each item during the year and establish the level of community engagement needed to address each issue successfully. With the relative priorities set, staff is now preparing more detailed descriptions of each issue and the key objectives and deliverables associated with that project/issue. Erie UpLink

Erie UpLink Awarded Grant

The Board awarded a $5,000 community organization grant to Erie UpLink to help the non-profit expand its offerings significantly to serve the growing Erie population including a new student body of 1,200 children. The grant will supplement UpLink's Tiger Packs, summer lunch program, and scholarships for the pre-college counseling program.

Oil Moratorium

Oil Moratorium Extended

On Tuesday the Board of Trustees extended the current temporary moratorium on new oil and gas permits. The Board’s action reflects the need for more time to finalize updates to the Town’s UDC Chapter 12, as well as the expectation that the Colorado General Assembly will enact new legislation to broaden municipal authority over oil and gas development. The Town has drafted new regulations relating to oil and gas development, but rather than adopt revised regulations now, which may then be out of date when new legislation is enacted, the Board extended the temporary moratorium to allow time to finalize and enable the new regulations to incorporate legislative changes that may be enacted. The Board’s action extends the current moratorium until August 13. Without the extension, the existing moratorium would have expired February 20. 

Erie/Lafayette/TOEURA IGA 

On Tuesday the Board of Trustees approved a proposed intergovernmental agreement (IGA) with Lafayette and with the Town of Erie Urban Renewal Authority (TOEURA) regarding litigation over the Nine Mile property, administrative proceedings concerning highway access permits on State Highways 287 and 7, and other issues. However, and also on Tuesday, the TOEURA, which is also a party to the litigation and to the IGA, asked for additional information before acting on the proposal. The proposed IGA would provide a resolution of the legal proceedings and access permit issues in an amicable way while encouraging well-ordered future development of Erie and Lafayette. Staff expects Lafayette to consider the IGA on February 5th, and for the TOEURA to consider the matter after that. If either Lafayette or the TOEURA adopt an IGA different from the one approved by the Board of Trustees, the matter will come back to the Board for further consideration.
