Board of Trustees Approved New Metro District Review Policy

On July 26, the Board of Trustees approved a policy regarding how the Board processes requests to form Metro Districts. This policy has been in discussion for two years, having been through public engagement sessions including Virtual Listening Sessions and multiple Board Study Sessions prior to the Board’s adoption. Throughout the development of the policy, various stakeholders – including from the development community, homeowners, and other interested parties - offered input and many of their suggestions were adopted. This approved policy will aid in the review and assessment of new applications only and does not modify any of the more than 20 Metro Districts that are currently active in the Town of Erie.

Metro Districts are taxing entities created by developers as a financing tool for new development. Metro Districts allow for infrastructure costs and some maintenance to be financed through property taxes paid by the homeowners in the district over a long period of time. Since development does not require the creation of a taxing entity, the Board of Trustees wanted to establish guidelines for the review and approval of Metro Districts. These new guidelines ensure consumer protections in the form of advance notice to anyone intending to buy a home in a metro district, transparency on metro district taxes, and requirements to enable resident control of metro district governing boards.

The new Policy also provides for Board of Trustees approval of new Metro Districts to be contingent on development in the district being consistent with Town strategic priorities for attainable/affordable housing, sustainability, economic vitality, eliminating existing oil and gas facilities near neighborhoods, and equity. View the policy and learn more.
