Erie Board of Trustees Action Items July 10, 2018

Board Approves 6 Month Temporary Oil & Gas Moratorium 

During Tuesday night’s meeting the Board of Trustees approved Ordinance 20-2018, imposing a 6 month temporary moratorium on the acceptance, processing and approval of any applications under the Unified Development Code (UDC) related to oil and gas exploration, extraction and related operations. The moratorium imposed by this ordinance will become effective August 17, 2018 and will expire at midnight on February 20, 2019.

The Board of Trustees declares that it is important to understand, minimize and regulate the adverse impacts of oil and gas exploration, extraction, and related operations on the health, safety and welfare of the Town and its citizens. During this 6 month moratorium, the Board of Trustees will study how they can best address these concerns by pursing the following:


  1. investigate the regulatory practices of other municipal governments as they relate to the regulation of Oil and Gas Development to determine whether additional Town regulations are necessary to protect and preserve the public health, safety, welfare and the environment;
  2. investigate the Town’s UDC as it relates to regulation of Oil and Gas Development to determine whether revisions and/or additional regulations are necessary to protect and preserve the public health, safety, welfare, and the environment;
  3. make appropriate and necessary revision of the UDC as it relates to Oil and Gas Development in order to protect and preserve the public health, safety, welfare and the environment; and
  4. allow continued Oil and Gas Development within the Town subject to new regulations resulting from the anticipated revisions to the UDC to protect and preserve the public health, safety, welfare and the environment; and
  5. allow the Town to pursue the negotiation and finalization of new operator agreements relating to regulation of Oil and Gas Development in order to protect and preserve the public health, safety, welfare and the environment.

Recognition of Past Board & Commission Members

During Tuesday night's meeting, the Board of Trustees recognized and thanked the following Board and Commission members whose terms expired in April.

  • Dan Walker, served 10 years on the Board of Adjustment
  • Monica Kash, served 10 years on the Open Space and Trails Advisory Board
  • Joseph Martinez, served 4 years on the Open Space and Trails Advisory Board
  • Bill Gippe, served 4 years on the Planning Commission
  • John Campbell, served 4 years on the Planning Commission

 

The Board of Trustees thanked these volunteers for all of the time, energy, expertise and input they provided in assisting Staff and the Board of Trustees on many projects and decisions.


Board Presented with the 2017 Comprehensive Annual Financial Report

During Tuesday night’s meeting, Town of Erie Finance Director Steve Felten presented the Board of Trustees with the 2017 Comprehensive Annual Financial Report (CAFR). The audit of the financial statements for the year ended December 31, 2017, was performed by CliftonLarsonAllen (CLA) and received an unmodified – or “clean” – opinion from them. The CAFR is prepared in accordance with generally accepted accounting principles as issued by the Governmental Accounting Standards Board. The objective of the audit performed by CLA was to provide assurance that the CAFR is in conformity with those standards in all material respects.

The Board of Trustees will meet in a Study Session on Tuesday, July 17, 2018 at 6:00 p.m. The next regularly scheduled Board of Trustees meeting is scheduled for Tuesday, July 24, 2018 at 6:30 p.m. All meetings are held in the Town Hall boardroom located at 645 Holbrook Street in Erie.
