Upon notification this past January that the current Town Attorney, Mark Shapiro, intended to retire at the end of July 2018, a Request for Qualifications (RFQ) was issued on April 23, 2018 to secure new counsel. Interviews were conducted on June 4, 2018 during a Board Study Session, followed by a special meeting to discuss the candidates. Kendra Carberry of Hoffmann, Parker, Wilson and Carberry P.C., was selected as the candidate to serve as the Town Attorney.
Staff completed negotiations with Ms. Carberry and a contract was agreed upon and approved during last night's Board of Trustees meeting. The contract start date is August 1, 2018, with Ms. Carberry being appointed at the July 24, 2018 Board of Trustee meeting.
During Tuesday night’s meeting, the Board of Trustees approved a resolution to fund the design and construction of a parking lot/trail head at the Sunset East Open Space. With the popularity and increased use of the single track bike trail system on this Open Space, there have been increased parking concerns near this site. The new parking lot and trail head will be located just west of the intersection of Weld County Road 5 and Weld County Road 6, accessible from Weld County Road 6. The parking lot/trail head will be designed to fit into the natural surroundings and disturb less than one acre, accommodate 25-30 vehicles, provide space for trailer parking and maintain appropriate turning radiuses for vehicles loaded with bikes. Construction will be completed using a recycled asphalt for the base with concrete edging, include perimeter fencing (split rail or similar), signage and dryland landscaping. It is anticipated that construction will begin late summer.

The Board approved the 2018 Supplemental Appropriation Request for June which represents staff’s conservative and prudent estimates for providing ongoing, quality services to customers for 2018.Revenues: Total projected revenues are being increased $1.1 million (excluding interfund transfers). Revenue increases totaling $4.2 million are reflected in the supplemental. These revenue increases were partially offset by revenue reductions of $3.1 million, primarily related to the timing of permit-related fees for two multi-family developments. Total 2018 budgeted revenues excluding interfund transfers after these changes will be $68.8 million ($71.5 million including interfund transfers).Expenditures: Total requested expenditure changes reflect an increase of $18.3 million (excluding interfund transfers), the result of capital project rollover requests. Total 2018 budgeted expenditures excluding interfund transfers after these changes will be $72.7 million ($75.3 million including interfund transfers), of which $36.9 million are capital expenditures.
BACKGROUND: At least twice yearly, staff reviews the adopted budget and year-to-date actual revenues and expenditures. Based on these reviews, staff requests supplemental appropriations to update the budget to reflect actual revenues and expenditures of the prior and current year, year-to-date Board of Trustee actions, and projected revenues and expenditures for the remaining fiscal year.
