Per Board of Trustees direction, the Town's Special Counsel is proposing an amendment to Title 10 of the Town of Erie Municipal Code. The proposed amendment would require the operators of oil and gas flowlines and subsurface facilities to submit maps and other relevant information for flowlines and subsurface facilities located within the municipal limits of the Town.Proposed amendments to Title 10 include the following: “The Final Plat shall include a map at a scale designated by the Town showing the location, including GPS, of existing flowlines and all other subsurface facilities. The map shall denote if the subsurface facility is in use, abandoned, or shut-in: its age; its size and the maximum pressure at which It is operated; its depth from the surface; and the name of the Operator or Owner.”The Board is scheduled to consider this Ordinance on Second Reading during their September 12, 2017 meeting.
The Board reviewed the proposed “Dearmin East” Sketch Plan application. The property is approximately 267 acres in size with plans for 765 dwelling units; 30 acres of dedicated parks and open space; 13.5 acre school site dedication and 35,000 sq. ft. of commercial space. The property is located south of Erie Parkway, east of County Road 5 and north of County Road 6.
A Sketch Plan represents a generalized land use plan and layout for the area proposed to be included within a subdivision. Sketch Plan is required to allow early, informal evaluation of a proposed subdivision before detailed planning and engineering work has been undertaken and before substantial expenses have been incurred by the applicant.
The Board approved a resolution authorizing award of a consultant contract with Vantage Point Solutions, Inc. for the Town of Erie Municipal Broadband Assessment and Feasibility Study in the amount not to exceed $65,000.00. The Study will include: a review of current assets and providers in the area; identification of potential opportunities for partnership between the Town and these providers; and a structured evaluation of business models for the Town to indirectly or directly or indirectly participate in the provisions of broadband services to the community.
BACKGROUND: During the July 12, 2016, Town of Erie Board of Trustees meeting, the Board considered options with regards to Colorado Senate Bill 05-152, the bill that prohibits local government supporting either directly or indirectly advanced telecom services to subscribers. It was the Board’s determination to conduct a Broadband Assessment and Feasibility Study in anticipation of putting a question to opt out of the restrictions of SB 05-152 on the April 2018 Ballot. During the June 13, 2017 Board of Trustees meeting, the Board approved the release of a Request for Proposals (RFP) for the Study.
