Erie Board of Trustees Action Items - January 24, 2017

Board Approves Center for ReSource Conservation Contract

Since 2004, the Town of Erie has partnered with the Center for ReSource Conservation (CRC), to provide water conservation services to Erie residents. During Tuesday night’s meeting, the Board of Trustees approved the 2017 contract which includes:

  • Slow the Flow Outdoor Inspections: This program is designed to educate people about how to water more efficiently with their sprinkler systems. During an inspection, a trained auditor travels to a residential or large property, performs a thorough inspection of the sprinkler system, and spends time educating homeowners or property managers about what to fix on their sprinkler system and how to water more efficiently. In 2016, 133 residential inspections and one large property inspection were performed in Erie.
  • Water-Wise Landscape Seminar: This seminar is to help educate residents about best management landscaping practices that promote water conservation. In 2016, 39 people attended the Xeriscape 101 seminar that the Town of Erie hosted at the Erie Community Center.
  • Garden In A Box Program: CRC offers an array of do-it-yourself Xeric garden kits, created by professional landscape designers for sun, shade, and everything in between. These plant-by-number gardens can have a significant conservation impact-especially when used to replace turf! The garden designs range from $74-$149. In 2016, the CRC sold 105 gardens to Town of Erie residents; 80 of those were purchased with the $25 discount offered by Town of Erie.

Board Considers Establishing Downtown Entertainment District

During Tuesday night’s meeting, the Board considered an ordinance on First Reading that would exercise the Town’s local option as provided for by State Statutes to allow Common Consumption Areas by establishing an “Entertainment District” in Historic Downtown.

Establishment of an Entertainment District to accommodate both the Erie Farmers Market and Downtown Neighborhood Block Parties is a direct result of conversations with Downtown restaurant, bar and brewery owners who would make up the “Promotional Association.” The Promotional Association would assume liability for the sale of alcoholic beverages within the designated Common Consumption Area for specified dates and times only. The Common Consumption Area is anticipated to be identical to the area that was licensed for alcohol sales/consumption during last year’s Downtown Neighborhood Block Parties (see map below).

If approved, restaurant and bar patrons within the Common Consumption Area have the option to purchase an alcoholic drink from one of the establishments in a plastic to-go cup, to take outside and consume during the Erie Farmers Market and Downtown Neighborhood Block Parties. Alcoholic beverages sold or served within the Common Consumption Area shall be served in a container that is no larger than 16 ounces, is disposable and contains the name of the licensed vendor in at least 24 point font type. The hours of operation for the Common Consumption Area will coincide with the published hours for each special event.

The Board will consider this ordinance on Second Reading during their February 14, 2017 meeting.
